HELP! Cant build my website that I bought!?

I know HTML, and recently signed up at hostinginsiders.com. I have a domain name and they will host my website, too. I cant seem to change the background colour from white to black, I cant make the links work and I cant seem to use a layout I got from a free layout website. Itried an FTP server but it is hard to understand and I also have a program similar to front page. What do I do to build my website? Anyone have excperience with them?

also...Does your hosting service allows you to use your own Design?

Most of the Cheap hosting companies do not allow this.
